After a polar bear sits on Clean Collar Sam, he tells Mrs. Murphy in his semi-final breath that his boardinghouse must go to Little Persia, his never-seen granddaughter. Since the town is frozen in by the harsh Alaskan winter, there is only one guest at the home, the despicable Belvedere Flinch. When the ice breaks, the ship bringing Lovely Little Persia docks with two more crooks: Bertha De Blues and Muggs. Spring is in the air as Tim Nolan of the Polar Bear Patrol immediately notices Little Persia, and romance beckons. Meanwhile, Bertha informs Belvedere that there's been a gold strike, and soon the harbor will be filled with ships. Belvedere realizes that owning a casino would be ideal for his pocketbook. He sees his chance when Mrs. Murphy loses Sam's will. A false document is procured naming Belvedere the rightful heir. Eventually, Mrs. Murphy discovers the original covenant in a pair of overalls at the bottom of her kettle of fish chowder... which also serves as the laundry tub!
